What Is the Massachusetts Workforce Training Fund?

Here's something most Massachusetts business owners don't know: a portion of the unemployment insurance you pay into every year goes into a dedicated fund (and you can get it back as reimbursement for employee training).


The Workforce Training Fund Express Program is administered by Commonwealth Corporation on behalf of the state. It's designed to be fast and straightforward for small and mid-size businesses. If you qualify, the state reimburses you for approved training after it's complete. No hoops, no complicated grants process. Six steps, and Robin from Happier Office walks you through it.

Does My Company Qualify for the Workforce Training Fund?

Eligibility is simpler than the state's site makes it sound. Here's the simplified version.

You likely qualify if: 

✅ Your company is based in Massachusetts

✅ You employ 100 or fewer W-2 employees

✅ Your company pays into Massachusetts Unemployment Insurance

(most for-profit businesses do this automatically)

✅ Your company is in good standing with the MA Department of Revenue

You likely don't qualify if: 

🚫 You're a government agency or municipality

🚫 Your company solely employs independent contractors (1099)

🚫 Your company self-funds unemployment insurance outside the DUA system

How Much Does the Workforce Training Fund Reimburse?

Every eligible Massachusetts business with 100 or fewer employees qualifies for up to 100% reimbursement, up to $15,000 per year, capped at $3,000 per training participant. Here's what that looks like in practice.

A 35-person general contractor in the Boston metro

Sends 5 project managers to a two-day project management workshop

Reimbursement: up to $3,000 × 5 people = up to $15,000 back

Out of pocket: potentially $0

 

A 60-person architecture firm in Cambridge

Sends 4 senior associates to a team communication and conflict management workshop

Now qualifies for 100% reimbursement under the 2026 rule change.
Reimbursement: up to $3,000 × 4 people = up to $12,000 back

A 20-person nonprofit in Worcester

Sends entire company to a cross-functional team building training workshop
Reimbursement max: up to $15,000 back

How to Apply for the Massachusetts Workforce Training Fund Express Program

The grant application is straightforward, and easy to win. The one thing that trips people up is the 21-day rule: you have to apply before training starts, not after. Plan ahead, and the rest is simple. Follow these six steps to apply for and receive your training reimbursement. 

1. Schedule your training

Partner with Robin to find the course that’s right for your team & reserve your date.

Please Note: training dates will not be held without payment.

2. Gather application materials

- Your organization's legal name

- Federal employer identification number (FEIN)

- A signed copy of the business's W-9

- A Certificate of Good Standing from the MA Dept of Revenue (issued w/in past 6 months)

- A Certificate of Compliance from the Department of Unemployment Assistance (DUA)

- The current number of W2'd MA employees in your org

- Your Happier Office course ID (provided by Robin)

3. Apply for funding

Submit your application at commcorp.org at least 21 days before training begins. Approval can take up to one month, so don't wait.

 

4. Accept your award

Once the state approves your application, your grant award is a simple e-signature away. 

5. Conduct the training

Send your employees to the training within the grant period.

 

6. Request reimbursement

After training is complete and paid in full, submit proof of payment and a roster of attendees. Reimbursement from the state typically arrives within six weeks.

Massachusetts Workforce Training Fund - Common Questions FAQ

What is the Massachusetts Workforce Training Fund?

It's a state program that reimburses eligible Massachusetts businesses for the cost of employee training. It's funded by a small surcharge on the unemployment insurance contributions employers already pay, which means if you've been in business for a while, you've been contributing to this fund for years.

How much money can my company get back?

Up to $15,000 per company per calendar year, with a maximum of $3,000 per employee per course. As of April 2026, companies with up to 100 Massachusetts employees qualify for up to 100% reimbursement.

Does project management training qualify?

Yes. Project management is explicitly listed as a qualifying training category. So are team communication, leadership development, facilitation, and conflict resolution (all things Happier Office offers).

Is reimbursement guaranteed?

No, unfortunately not. The program operates on a rolling basis with a finite pool of funds. While most applications from eligible companies are approved, it's not automatic. However, once a grant is approved, it is guaranteed that you will be reimbursed for your training. Applying early in the fiscal year (July–June) improves your odds. 

Can nonprofits apply?

Yes, with one condition. Nonprofits that pay into Massachusetts unemployment insurance through the contributory method are eligible. Those using the reimbursable method are not.

What if my company is headquartered outside Massachusetts?

You may still qualify if the employees being trained work in Massachusetts and your company pays Massachusetts unemployment insurance for those employees.

Can I use this grant for virtual training?

Of course. As long as the training is a live virtual training with an approved provider, it qualifies. On-demand or recorded content does not.

Is Happier Office an approved provider?

Yes. When you book with Robin, she provides your course ID and the application link. As an approved provider, you can work with Robin on a variety of trainings to fit your company's needs.

Most companies that qualify for this program don't use it. Not because it isn't worth it, but because no one told them it existed. Now you know. The next step is easy.
